Muscat: His Majesty Sultan Haitham has issued two significant Royal Decrees, marking a pivotal moment in the fields of electronic transactions and satellite communications.
According to Oman News Agency, the first decree, Royal Decree No. 39/2025, introduces the Electronic Transactions Law. This decree comprises several key articles: Article (1) enforces the newly attached provisions of the Electronic Transactions Law; Article (2) mandates the Minister of Transport, Communications and Information Technology to issue necessary regulations and decisions for its implementation; Article (3) annuls the previous Electronic Transactions Law established by Royal Decree No. 69/2008, alongside any conflicting provisions; and Article (4) stipulates that the decree will be published in the Official Gazette and come into effect the day after its publication.
The second decree, Royal Decree No. 40/2025, grants a First-Class License to Space Communication Technologies company. Article (1) of this decree allows the company to establish and operate a satellite communications system for fixed public telecommunications services, adhering to the attached provisions. Article (2) specifies that this decree will be published in the Official Gazette and take effect immediately from its issuance date.
