The Parliament Finishes Reading 7 Laws And Adjourns Its Session To Monday

The House of Representatives held its first session of its second legislative term for the second legislative year, headed by Muhammad al-Halbousi, Speaker of the Council, and in the presence of 178 MPs today, Saturday, and finished the first reading of seven draft laws.

At the beginning of the session, the House of Representatives finished the first reading of the draft law of the first amendment to the Iraqi Housing Fund Law No. (32) of 2011, submitted by the Services and Construction Committee, to enable the citizen to build and buy housing units in investment complexes and to enable the fund to invest part of the capital and enhance resources of the Fund's finances and in a way that enables it to perform its tasks.

The Council completed the first reading of the draft law on compensating immunodeficiency patients submitted by the Health and Environment Committee for the purpose of compensating people with immunodeficiency disease as a result of their treatment with Factor VIII contaminated with HIV, which was supplied to Iraq from the French (Mario company), as a rewarding compensation.

The House of Representatives completed the first reading of the draft law of the ninth amendment to the Law of the Ministry of Higher Education and Scientific Research No. (40) for the year 1988 submitted by the Higher Education Committee for the purpose of dissolving the Technical Education Authority and the Iraqi Authority for Computers and Informatics after creating a number of universities and regulating the legal conditions accordingly and in order to find a legal mechanism to decide in objecting to decisions issued by universities, colleges and institutes in matters related to the scientific and educational career of students

The Council completed the first reading of the draft law of the first amendment to the Iraqi Supreme Maritime Authority Law No. (18) of 2018 submitted by the Transport and Communications Committee, in order for the authority to carry out its mission in accordance with the requirements of the International Maritime Organization, including organizing navigational traffic, providing maritime services and investments, and reviewing the formation of the authority’s board of directors for the purpose of the commission invests its money in its field of work.

The Council also completed the first reading of the draft law amending the law of Iraq’s accession to the International Convention on Load Lines of 1966 and its amended Protocol for the year 1988 amended in 2003 No. (14) for the year 2020 submitted by the Foreign Relations Committee, to adhere to unified principles and rules regarding the loading limits of ships operating in International voyages and to protect lives and property at sea.

The Council completed the first reading of the draft law on the accession of the Republic of Iraq to the statute of the International Council of Dates submitted by the Foreign Relations Committee, to join the statute of the International Council of Dates in a way that serves and enhances the national economy in the field of production, processing and encouragement of investment in the field of dates sector.

The Council concluded the first reading of a draft law ratifying an agreement between Iraq and the Government of Armenia to exempt holders of diplomatic and service passports from the entry visa submitted by the Foreign Relations Committee to develop and strengthen bilateral relations by facilitating travel procedures for holders of diplomatic and service passports between the two countries.

Parliament decided to adjourn the session to next Monday.
