National Employment Programme Releases Guide for Contracting Freelancers in Oman

Muscat:The National Employment Programme has unveiled a comprehensive "Guide for Contracting with Independent Professionals (Freelancers) in the Sultanate of Oman." This initiative aligns with the Ministry of Finance's Circular No. (1) of 2026, focusing on awarding specialized tasks and services, valued at no more than RO 5,000, to Omani freelancers who are not currently employed.

According to Oman News Agency, the guide is part of a decision by the Financial and Economic Committee of the Council of Ministers. It aims to establish a transparent procedural framework for contracting between government entities and freelancers, clearly defining the rights and obligations of both parties. The guide seeks to enhance transparency and reliability, ensuring efficient work implementation and quality outcomes.

The guide outlines two types of contracts service/task provision and product supply according to specific requirements. It details the procedures for opportunity announcements and proposal submissions through government platforms, licensed freelance platforms, or official media channels, all in compliance with relevant laws and regulations.

Additionally, the guide mandates that freelancers personally execute the contracted services. Engaging third parties requires prior notification and approval from the contracting entity. It also specifies corrective measures, contract termination terms, payment settlements, and the handover of work and related documentation.

This guide is a component of broader efforts to create an integrated framework for freelance work in Oman. It aims to provide opportunities for Omani talents to offer services and implement projects, optimizing their skills and expertise. Furthermore, it supports local content consolidation, income diversification, and the achievement of Oman Vision 2040 objectives.
