Muscat: His Majesty Sultan Haitham bin Tarik has issued three significant Royal Decrees aimed at reforming the legislative framework within the Sultanate.

According to Oman News Agency, the first of these decrees, Royal Decree No. 77/2025, introduces the Law on Collection of State Dues. This new law, which has been presented before the Council of Oman, will see the enforcement of its provisions as attached to the decree. It empowers the Minister of Finance to issue necessary regulations and decisions for its implementation. The decree also annuls the previous tax and dues collection system established by Royal Decree No. 32/94 and any conflicting provisions.

The second decree, Royal Decree No. 78/2025, promulgates the Law on Combating Human Trafficking. This law, also presented to the Council of Oman, will replace the earlier legislation established by Royal Decree No. 126/2008. It aims to provide a robust legal framework to combat and prevent human trafficking within the country.

The third decree, Royal Decree No. 79/2025, introduces the Real Estate Regulation Law. This law will be enforced following a presentation to the Council of Oman and will require the Minister of Housing and Urban Planning to issue the Executive Bylaw within one year of its enforcement. The decree nullifies previous real estate-related laws, including those on real estate brokerage and escrow accounts for development projects.

These decrees will be published in the Official Gazette, with their enforcement dates varying as stipulated in each decree.
