Muscat: The Ministry of Information has released the Executive Regulation of the Media Law, enacted under Royal Decree No. 58/2024, aligning with the goals outlined in Oman Vision 2040. Dr. Abdullah Nasser Al Harrasi, Minister of Information, emphasized that this regulation marks a significant milestone in the evolution of Omani media.
According to Oman News Agency, Dr. Abdullah highlighted that the Media Law and its executive regulation embody the Sultanate’s vision for a modern media sector, keeping pace with global advancements while reflecting national identity. At a press conference, he explained that the law responds to rapid changes in the media landscape, particularly in digital and social media domains.
Dr. Abdullah confirmed that the updated Media Law establishes clear rules fostering innovation and broader investment opportunities, while maintaining moral values and promoting accountability. The Executive Regulation emphasizes professionalism and transparency, creating a conducive environment for media institutions’ growth and competitiveness and offering opportunities for Omani youth in content creation and media production. It also protects intellectual property rights and builds confidence between the media and the public.
He concluded that the Executive Regulation balances freedom of speech, professionalism, global openness, and national identity preservation. The minister noted an anticipated increase in active Omani media coverage both regionally and internationally.
The Executive Regulation consists of 144 articles governing all media activities and professionals in Oman. It outlines measures for importing print materials or related artistic works, specifies licensing requirements for media activities, and guides licensees in their media endeavors.
Media practitioners, especially emerging media entities, must obtain a license from the Ministry of Information as per the terms in the executive regulation once it takes effect. Article 2 of Ministerial Resolution No. 342/2020 allows previously licensed parties 180 days from the regulation’s implementation date to comply with the new conditions.
The regulation defines journalism and media professions covered by the Media Law and details the rights and obligations of licensed practitioners, including the right to obtain a license from the Ministry under the specified conditions.
