Muscat: His Majesty Sultan Haitham bin Tarik has issued two significant Royal decrees aimed at enhancing the governance of economic zones and updating international labor agreements.
According to Oman News Agency, the first decree, Royal Decree No. (39/2026), establishes the system of the Public Authority for Special Economic Zones and Free Zones. Article (1) ensures the enforcement of the system attached to the decree. Article (2) enables the Chairman of the Board of Directors to implement necessary regulations and decisions, allowing existing rules to remain in effect until new ones are established. Article (3) nullifies any conflicting regulations, while Article (4) mandates the publication and enforcement of the decree in the Official Gazette.
The second decree, Royal Decree No. (40/2026), focuses on international labor standards by ratifying the Instrument of Amendment to the Constitution of the International Labour Organization of 1986. Article (1) ratifies the amendment, with Article (2) instructing competent authorities to deposit the ratification document. Article (3) dictates the decree's publication and immediate enforcement from its issuance date.
