Muscat: Mawarid Turbine Company and the National University of Science and Technology signed a cooperation agreement today to qualify approximately 321 Omani graduates. This cohort represents the first national batch to receive intensive and specialized industrial training in the field of wind turbine manufacturing, preparing them for employment at the factory currently being established by Mawarid Turbine in the Special Economic Zone at Duqm.
According to Oman News Agency, the signing ceremony was held under the auspices of Dr. Mansour Talib Al Hinai, Chairman of the Authority for Public Services Regulation (APSR), who emphasized the significance of the agreement as an initiative developed in coordination with various entities through the Employment Governance Committee in the Public Services Sector. He noted that the initiative is essential for empowering Omani youth and developing modern technical expertise in turbine manufacturing.
The agreement was signed by Mustafa Mohammed Al Hinai, CEO of Mawarid Turbine, and Dr. Ali Saud Al Bimani, Vice-Chancellor of the National University of Science and Technology. The program, which is carried out in integration with the Ministry of Labour and the Authority for Public Services Regulation, is a specialized training initiative and the first of its kind in wind turbine manufacturing.
Rather than being a general qualification track, the program serves as an integrated industrial gateway for building national capabilities within the industry's actual value chain. Dr. Abeer Ali Al Kalbani, Director of National Competency Development and Local Content at Mawarid Turbine, explained that the program will commence during the current month of February within a clear industrial framework based on the realities of production lines and manufacturing requirements. The focus will be on qualifying the national workforce in the manufacturing of turbine blades and the assembly of nacelle units, while building practical efficiency, industrial discipline, and an applied understanding of international quality and safety standards.
She further stated that the program is part of the trajectory led by Mawarid Turbine in technical partnership with Shanghai Electric Wind Power Group, which aims to consolidate the localization of technology and knowledge as part of the industrial infrastructure from its earliest stages. Al Kalbani added that the impact of the program is not limited to employment or training but extends to expanding the local content base by localizing knowledge and technologies and building long-term national capacity in the renewable energy sector. This aligns with economic diversification objectives and the priorities of Oman Vision 2040.
She also pointed out that the foundational stage will include the transition of trainees to advanced technical and industrial training outside the Sultanate of Oman in the People's Republic of China. This will take place through specialized industrial training platforms, including Shanghai FRP, allowing for direct interaction with real production lines, the transfer of expertise from its source, and the building of deep applied knowledge that forms the basis of operational readiness upon their return.
