A’dakhiliyah: A’Dakhiliyah Governorate today launched the project to prepare its strategic development plan for the period 2026-2030. This initiative is part of its efforts to solidify institutional planning based on scientific analysis and foresight, aligning with the objectives of Oman Vision 2040 and integrating with the national urban development strategy and five-year plans.
According to Oman News Agency, the launch ceremony included the signing of a cooperation agreement between A’Dakhiliyah Governorate and “Oman Think Urban” company, entrusting it with the project’s preparation under the institutional name “Afaq” (Horizons). This partnership aims to develop an integrated development vision based on analytical and field studies, contributing to the activation of decentralization and enhancing community involvement in decision-making.
Sheikh Hilal Said Al Hajri, Governor of Al Dakhiliyah, affirmed that the project represents a qualitative leap towards establishing realistic planning methodologies. He stated that it seeks to prepare an implementable plan that achieves tangible results and effective developmental impact across all wilayats of the governorate, emphasizing the importance of engaging the local community and relevant authorities in all preparation phases.
He added that the plan will focus on investing available potentials and comparative advantages. It will also empower local authorities, the community, and the private sector to contribute effectively to leading development and decision-making, thereby enhancing role integration and serving the priorities of the upcoming phase.
Eng. Khalid Adeem Al Salmi, Director of Planning and Investment Department at the Governorate, explained that the project is a practical implementation of national directives aimed at promoting decentralization and balanced development. He affirmed that the plan will focus on identifying priorities and efficiently utilizing resources, with the community and private sector as key partners in development.
For his part, Prof. Mahmoud Humaid Al Waheibi, Managing Director of Oman Think Urban company, clarified that the project comes within the framework of enhancing development paths at the governorate level. He added that the plan will adopt a participatory approach based on realistic indicators and precise scientific methodologies, contributing to guiding efforts towards sustainable results.
He further stated that the “Afaq” plan will focus on building local capacities, designing training programs to qualify competencies, and enabling institutions and the community to effectively perform their roles, keeping pace with the governorate’s future development challenges.
The launch was accompanied by a discussion workshop attended by several governorate officials and representatives of government entities. The workshop aimed to discuss the general directions of the plan and ensure its alignment with the needs of A’Dakhiliyah’s wilayats.
It is worth noting that the Strategic Plan for Al Dakhiliyah Governorate for the period (2026-2030) will contribute to the development of several vital sectors, including tourism, industry, education, and innovation, in addition to infrastructure development. This will enhance the governorate’s position as a prominent economic and developmental hub in the Sultanate of Oman.
